The Council for A Better Louisiana (CABL) has elected Tyron Picard of Lafayette to a second term as Chairman of the Board of the organization for 2021. He will lead CABL’s Board of Directors along with a slate of officers from across Louisiana steering the organization in its 59th year of operation.
“I am humbled and honored to be selected to serve a second term as CABL Chairman,” Picard said. “2020 was a year of incredible challenges for our state, but we know we will overcome those challenges through the resiliency of our citizens.”
He also cited CABL’s continued work with its RESET Louisiana partners PAR and the Committee of 100. “We look forward to strengthening this great partnership, focusing on efforts to modernize our tax code, incentivize economic growth, and improve our infrastructure,” he said. “We are also mindful of the areas which continue to need attention such as stable funding for higher education and expanded access to early childhood education. Investments in these areas will yield huge returns making Louisiana more competitive with its Southern peers. We look forward to CABL continuing to be an honest broker of information and ideas on these topics, as we begin our 59th year serving Louisiana.”
Picard is the founder and Principal of The Picard Group, LLC, a state and federal governmental affairs and business consulting group, with offices in Louisiana and Washington D.C. The Picard Group represents businesses, associations, and institutions primarily in the fields of health, energy, technology and construction.
Prior to forming the Picard Group, he served for 12 years as Executive Vice President, General Counsel and board member for Acadian Companies. He is also active in numerous Louisiana civic organizations, including the Committee of 100 and Catholic Charities of Acadiana.
He is Past Chair of the Greater Lafayette Chamber of Commerce (now One Acadiana), a former board member of the Louisiana Board of Commerce and Industry, and has served as the President of the Acadiana chapter of LEGATUS, an organization of Catholic CEOs.

Picard will be joined by a slate of officers on the CABL Board of Directors. They include Chairman-Elect Malcolm Murchison, a partner in the law firm of Bradley, Murchison, Kelly & Shea, of Shreveport; Treasurer Heather Spillers Poole, Executive Vice Chancellor of Central Louisiana Technical Community College, of Alexandria; and Robert Schneckenburger, Senior Regional President of Hancock Whitney Bank, of Baton Rouge. Gary McGoffin of the law firm Durio, McGoffin, Stagg & Ackermann, Lafayette, is CABL’s Immediate-Past Chairman.
